Every observant Jew routinely fulfills the Mitzvos of Tifillin and Mezuzah. However, unless one is familiar with the many laws that apply to these Mitzvos, it is virtually impossible to fulfill them properly. Moreover, there are quite a few underpriced Tefillin and Mezuzos available in the marketplace today which are actually not kosher. A person buying these "bargains" would not only he deprived of fulfilling the Mitzvah, he would also be guilty of making a Berachab Levatalah, a very serious offense. Only heightened awareness and appreciation of the great effort and expense that go into the production of a good pair of Tefillin or a quality Mezuzah can solve these serious problems.
