The purpose of this Guide is twofold: to provide the reader with background historical information on the Holocaust during 1941, from January 1 through December 31; and to provide materials and sources for additional materials that will assist commemoration program coordinators to plan Days of Remembrance events. The Guide is divided into five sections. Section I provides a chronology of Holocaust events and significant developments in the European, North African and Pacific military conflicts during 1941. Section 2, "Fifty Years Ago: From Terror to Systematic Murder," includes an excerpt from Christopher Browning's book, Fateful Months, which explores the emergence in 1941 of a shift in Nazi policy toward Jews: from persecution to extermination. Robert Wolfe of the National Archives provides copies of the only documentary evidence of this policy shift, and excerpts from The Einsatzgruppen Reports describe the organization of the mobile killing units and demonstrate the zeal with which the units executed the Nazi policy. In Section 3, "Reflections," eyewitnesses, survivors and victims’ from western and eastern Europe, the USSR, the Middle and Far Fast reveal then experiences in notes, diaries, poems and testimonies. A few excerpts from scholars have been included to define or explain events. The excerpts in Sections 2 and 3 have been reproduced in the format of their referenced printing, thereby retaining the author's style as much as possible. Planning Aids (Section 4) consists of the 1990 national civic commemoration program and an introduction to the Wall of Remembrance tile project as examples of ways to observe Days of Remembrance. Other materials include samples of a civic proclamation and news release; a check list; and a list of a few organizations that offer materials for Days of Remembrance and Yom Hashoah. Section 5 includes references for Holocaust films and books. This is not an exhaustive listing; many more references can be found in local private and public, school and college libraries. The Guide also includes a 1939 National Geographic fold-out map of Europe, an outline map of the districts of Nazi-occupied Poland, photographs and a glossary. Much of the material herein was found among the holdings and collections of the United States Holocaust Memorial Museum. The Members of the United States Holocaust Memorial Council hope this Guide will be helpful in planning Remembrance programs.
